BCA FUNDING FOR INFORMANTS

Most felons who end up in a correctional facility are financially broke. If they have families, they usually end up financially broke too. I propose that the State Bureau of Criminal Apprehension be narrowly funded to specifically provide payments to incarcerated felons for providing information that leads to the successful resolution of "cold cases". Allow the DHS to hear appeals from felons seeking to work in human services

Currently, men and women who have been convicted of certain crimes are permanently barred from passing a DHS background check.
