Make Interagency Individualized Service Plans mandatory not discretionary

Preschoolers with special needs (developmental disabilities, chronic illness, traumatic brain injury, etc.) get Individualized Service Plans that help coordinate educational & public health services, imperfectly but pretty well. Require transparency and an appeals process for health coverage criterion sets

Minnesota should lead the country in passing a law that requires full transparency of medical insurance criterion sets. This should be required (at a minimum) for every insurer who wants to participate in the MNsure exchange. Health Care Contracts

I received a package yesterday from my health insurer containing its 82-page (double-sided) insurance contract, which stated that this was required by law. How much does it cost to print and mail this to every policyholder? Such a waste. Find a way to provide an option to receive it via email (I applied online, I have email) or make it something like the EULA on software.
