Require transparency and an appeals process for health coverage criterion sets

Minnesota should lead the country in passing a law that requires full transparency of medical insurance criterion sets. This should be required (at a minimum) for every insurer who wants to participate in the MNsure exchange. A meaningful discussion of the problems and solutions associated with salvage title vehicles will not fit in 4000 characters. PHOTO COP! RIGHT IDEA......WRONG SANCTION!

Photo Cop was the law enforcement technology that took a picture of a vehicle that ran a red light (and it's license plate number), and sent a ticket for the infraction to the registered owner of the vehicle. The use of this technology was deemed to be illegal by the state supreme court.
